Zelensky Declares Absence of Clear Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the French capital.

President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the allies "mostly completed" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
